A "zero-day" strategy is

a risk reduction strategy for the period between Thursday, December 30, 1999, and Monday, January 3, 2000. The strategy may include an agencywide shutdown of all information systems on December 31, 1999 and a staged power-up on January 1, 2000.[1]
