Capstone policies are

[t]hose policies that are developed by governing or coordinating institutions of Health Information Exchanges (HIEs). They provide overall requirements and guidance for protecting health information within those HIEs. Capstone Policies must address the requirements imposed by: (1) all laws, regulations, and guidelines at the federal, state, and local levels; (2) business needs; and (3) policies at the institutional and HIE levels.[1]
