Criminal[]

A collection plan is

the preliminary step toward completing a strategic assessment which shows what data needs to be collected, how it is going to be collected, and by what date.[1]

Intelligence[]

A collection plan is

[a] plan for collecting information from all available sources to meet intelligence requirements and for transforming those requirements into orders and requests to appropriate agencies.[2]
