A contractor is an individual or business entity that enters into a contract to perform part or all of the obligations of that contract.

[a]n individual or organization outside the U.S. Government who has accepted any type of agreement or order to provide research, supplies, or services to a U.S. Government agency including both prime contractors and subcontractors.[1]
