Data standardization is

[t]he process of reviewing and documenting the names, meaning, and characteristics of data elements so that all users of the data have a common, shared understanding of it.[1]
[t]he process of reaching agreement on common data definitions, formats, representation and data structure of all data layers and elements.[2]
