The White House, Executive Order 13103: Computer Software Piracy (Sept. 30, 1998) (full-text).


This Executive Order requires that Federal agencies adopt policies and procedures to ensure that the agency does not acquire, reproduce, distribute, or transmit computer software in violation of applicable copyright laws. The Order also required the Federal CIO Council to provide advice and make recommendations to executive agencies and to the Office of Management and Budget on appropriate government-wide measures to carry out the Order.
