Overview[]
This Executive Order sought to strengthened the effective conduct of U.S. intelligence activities and protect the territory, people, and interests of the United States. It outlines the Authority of the Director of Central Intelligence, the responsibilities of which include the following: acting as principal adviser to the President for intelligence matters related to national security; acting as principal adviser to the National Security Council and Homeland Security Council; developing objectives and guidance for the Intelligence Community; ensuring that all collected data is available to the maximum extent practicable for integration, [data analysis|analysis]], and dissemination; and establishing common security and access standards for managing and handling intelligence systems, information, and products.
This order also outlines the responsibilities of the heads of all departments and agencies, which include granting access to all foreign intelligence, counterintelligence, and national intelligence that is relevant to transnational terrorist threats and ensuring that any intelligence and operational systems and architectures of departments and agencies are consistent with national intelligence requirements set by the Director.
