This Report explores ways in which people at all levels — from neighborhoods to federal agencies — can develop innovative technologies that will help mobilize information to better prevent terrorist attacks in the United States, reduce America's vulnerability to terrorism, minimize damage, and recover from attacks that may occur.

The report also examines the potential of the Department of Homeland Security as a central hub for the collection and analysis of information.
