Overview[]

The Act directs E-rate applicants to also certify that their CIPA-required Internet safety policies provide for the education of students regarding appropriate online behavior including interacting with other individuals on social networking sites and in chat rooms, and regarding cyberbullying awareness and response.

The Act also directs the formation of a working group to review and evaluate the status of industry efforts to promote online safety technology through educational efforts, filtering and parental control tools.[1] The working group was required to report to the Congress by June 4, 2010.

Federal Communications Commission[]

On August 10, 2011, the FCC added the Act's language verbatim in a Report and Order[2] to the existing FCC rules implementing the Children's Internet Protection Act (CIPA) for the schools and libraries universal service support mechanism (also known as the E-rate program).
