"According to the FBI, threat bands help minimize debate in prioritization because threat issues do not have to be assigned a unique rank number and also provide for greater standardization of actions because it is easier to define expectations for a few bands than for multiple ranked threat Issues. All threats within the same band level, across operational programs, are considered by the FBI to be of equal priority."
