The Tor network is

an anonymous network that can only be accessed with a special Web browser, called the Tor browser.[1]

It is a "well-known anonymity tool, [which] deploys more than 6,000 decentralized computer servers around the world to receive and relay data multiple times so as to hide identifying information about the end points."[2]
